Category C is what the one jurisdiction in the county that publishes the table inserts. Under IRC Section R301.2.2 a detached one- or two-family dwelling only takes on the mandatory seismic provisions from category D0 upward, so at C a detached barndominium stays outside them. Climate zone 4A
Jefferson County is in IECC climate zone 4A, as are Sevier, Cocke, Hamblen, Grainger and Knox. Tennessee's residential envelope tables revert to the 2009 edition and duct leakage testing is optional, so the envelope the county actually requires is looser than a national zone 4A specification implies.

The agricultural exemption
The county requires a permit for any new structure that is not portable, other than a structure used strictly for agricultural use, and its zoning resolution says the same. The exemption is for a building nobody lives in. The moment the building contains a dwelling unit it is a one- or two-family dwelling and the permit is required.

Owner-builders, once every two years
Jefferson County allows a homeowner one permit every two years to build their own house and act as their own general contractor, which means hiring and supervising subcontractors who must themselves be licensed. The county restates the state's $25,000 licence threshold on the same page and warns that contracts must not be split into phases to stay under it.

One dwelling per parcel
Only one dwelling unit is permitted on a parcel; a second house means hiring a surveyor to cut a tract off. Planning commission site plan review does not apply to single- and two-family or agricultural development, so a one-house build skips that step. How much land do I need, and can I have a shop alongside the house?
In the A-1 Agricultural-Forestry district the minimum lot is 40,000 square feet, about 0.92 acre, subject to the Environmental Health office approving it for a septic system, and every lot needs 50 feet of county road frontage. Accessory buildings are permitted alongside the dwelling, set 5 feet off the side and rear lines in A-1 and 7 feet in R-1, and not in the front yard. What the county does not allow is a second dwelling unit on the same parcel: that means hiring a licensed surveyor to cut a separate tract off.
Do I need a contractor's licence to build my own barndominium here?
Tennessee requires a licence for a project of $25,000 or more, counted across the complete project cost including labour and materials, and separate phases or contracts cannot be used to stay under the threshold. Jefferson County restates that on its own permit page. The county allows a homeowner one permit every two years to build their own house and act as their own general contractor, which means supervising every subcontractor, each of whom must be licensed. If you hire a general contractor instead, the permit has to be in the contractor's name rather than yours.
