Barndominium Builders in Putnam County, TN
Putnam County is the Upper Cumberland's regional centre, sitting on the western edge of the Cumberland Plateau where it breaks down onto the Highland Rim. Two things make it unusual for this kind of build: the county enforces the 2018 IRC through its own codes department, and it has no county-wide zoning whatsoever, so outside the four municipalities there is no district to qualify for, no minimum floor area and no siding restriction. Cookeville, Algood, Baxter and Monterey each set their own rules inside their limits, and Cookeville is one of the few Tennessee cities that publishes a filled-in Table R301.2.

- Metal siding in Cookeville — check which section applies
- Cookeville's Section 208A architectural design requirements set a list of acceptable exterior materials and put metal siding and metal panels behind Architectural Design Review Board approval. That clause does not reach a house. Section 208A.2A exempts individual single family and duplex developments from the whole of Section 208A. It applies to commercial, multi-family and industrial work, so it matters for a shop or a commercial post-frame building in the city, not for a single-family barndominium.
- The seven inspections
- Putnam County inspects in a fixed order for all structures: footer before concrete is ordered; foundations, anchor bolts, sill plate and basement drains; plumbing in slabs where required; concrete slabs; a combined rough-in for framing, plumbing and mechanical; energy, covering insulation values or trade-offs; and final before the building is occupied. Before any inspection the site needs a portable toilet, a crushed stone ramp to keep mud off the road, silt fence or straw bales, the 911 address posted and the permit posted.
- Septic runs through the state, not the county
- Putnam is not one of the counties that runs its own septic programme. The county's published permit steps send applicants to the state environmental office, and subsurface sewage disposal permits are handled by TDEC's Division of Water Resources through the Cookeville Environmental Field Office on (931) 520-6688. The soil and site evaluation comes before the permit, and on the Plateau edge the slope and depth-to-rock thresholds are the ones that decide a lot.
- What a division of land triggers
- Even with no zoning, Putnam County has adopted subdivision regulations, and dividing a tract puts the plat in front of the Regional Planning Commission. It meets at 5:30 p.m. on the second Tuesday of each month at the Cookeville Community Center on Carlen Drive, with a submittal deadline of 4:00 p.m. on the 22nd of the preceding month and five full-size copies of the plat brought to the meeting alongside a PDF filed with the planning department. Buying a parcel that already exists on its own deed avoids the process entirely.
- Four cities, and the rest is county
- Putnam County holds 401 square miles and four municipalities — the cities of Cookeville and Algood and the towns of Baxter and Monterey. The county states that it and the planning commission have no jurisdiction inside any of them, and that property inside those limits complies with that city's zoning, building codes and subdivision regulations instead. So the first question on any parcel here is which side of a city line it sits on, and for most rural acreage the answer is the county.
- Cookeville lot rules if you build inside the city
- Cookeville has no agricultural or rural district. A detached single-family dwelling is permitted in RS-20, minimum lot 20,000 square feet, and in RS-15, minimum lot 15,000 square feet with public wastewater. Front yard 30 feet, rear 25, interior side 10, and maximum lot coverage of 40 percent including accessory buildings — which on a 15,000 square foot lot caps the whole footprint, shop included, at 6,000 square feet. Neither district sets a minimum dwelling floor area, and Section 204.2 leaves building height unrestricted except as the building code regulates it.
- Cookeville reviews its own commercial plans
- The State Fire Marshal's Office lists the jurisdictions authorised to perform independent plans review and inspections for buildings that would otherwise need state approval. Cookeville is on that list and is the only municipality in the Upper Cumberland on it — the rest are the large metros and a handful of Middle and East Tennessee suburbs and counties. Putnam County is not on it, so a commercial building on unincorporated land follows a different plans route from one inside the city.
- Contractor licensing and the $25,000 line
- Tennessee requires a contractor's licence for projects of $25,000 or more, counted on the complete project cost including labour and materials, and separate phases or contracts cannot be used to stay under it. A property owner may build on their own land for their own use. Putnam County adds one of its own on top: a Special Plumbers License costing $50.00 a year, required by the county from all plumbers and HVAC contractors working here.
