The exemption covers dwellings, not commercial
Bradley County holds a residential exemption but is absent from the State Fire Marshal's exempt-jurisdiction list for commercial buildings. Cleveland is on both lists. Put a shop up as a commercial building outside the city and the state-level review is still the fire marshal's.

No minimum floor area, pitch or siding rule
The county zoning resolution sets no minimum heated floor area for a dwelling, no minimum roof pitch and no exterior material or masonry requirement. A low-pitch, metal-clad, clear-span house meets the county's zoning standards as drawn.

If Cleveland Utilities supplies your electricity, water or sewer, plumbing and electrical come from the City of Cleveland at 185 2nd Street NE, 423-479-1913. If it does not, electrical is bought from the state at core.tn.gov. The utility decides, not the county line.

Anchor bolts or straps embedded at least 7 inches into concrete or grout, spaced no more than 6 feet apart, at least half an inch in diameter — or as designed by an engineer. On a clear-span building that last clause is the one that governs.

Published fees and the penalty for starting early

Do I actually need a building permit for a barndominium in Bradley County?
Yes, everywhere in the county. Tennessee lets a county vote itself out of the residential code by a two-thirds resolution, and plenty of counties around here have. Bradley has not. The State Fire Marshal's residential jurisdictions list, stated accurate as of 21 August 2026, shows Bradley County, Cleveland and Charleston all as EXEMPT, which is the status a local government holds when it has certified that it adopts and enforces its own codes. So the permit is a local one, the inspector is a county employee, and the codes are the 2018 edition the county commission adopted by Resolution 2022-47. Permits are bought at 155 Broad Street NW in Cleveland, in the basement of the Courthouse Annex, and the same office handles the City of Charleston.
My friend in Polk County was told he did not need a permit. Why am I being told I do?
Because he is in a different county and the answer genuinely changes at the line. Polk County to the east and McMinn County to the north have both passed opt-out resolutions under T.C.A. 68-120-101(b)(1)(B)(i), and in their unincorporated areas there is no residential code enforcement. Bradley has not, so the code applies here in full. Two things are worth knowing about that. An opt-out expires 180 days after the next election for the county's legislative body and has to be re-passed, so a neighbouring county's status is a dated fact rather than a permanent one. And even in an opted-out county an owner can request a state residential permit and a State Fire Marshal inspection voluntarily, which lenders and insurers sometimes want. If you are choosing between parcels on either side of the Bradley line, that difference is worth pricing in before you buy the land, not after.
Will Bradley County make me put a steeper roof or different siding on it?
No. We searched the county zoning resolution as revised through April 2026 for a minimum roof pitch, a minimum heated floor area, an exterior material or masonry standard, a required porch and a required overhang, and none of them is in it. The county also does not regulate this building type by name. That is unusual and it is one of the better reasons to build this kind of house here. Two caveats. Inside the Cleveland city limits the city's ordinance does set a minimum, 500 square feet of gross living space with a permanent foundation for a site-built home. And the county's mobile home resolution has rules of its own, including skirting, but they apply to mobile homes and mobile home parks and reach nothing that is site-built or post-frame. A metal-clad house on a slab is a house here, judged by the code rather than by its appearance.
How much land do I need, and can I put the shop up first?
Less than most people expect. The FAR Forestry Agricultural Residential district permits detached single-family dwellings with no acreage minimum: 7,500 square feet of lot with public water and sewer, 15,000 with public water, or whatever TDEC requires where a septic system is going in. On a rural parcel that last one is the number that actually governs, and it is set by your soil rather than by the zoning map. R-1 Rural Residential works the same way at 25,000 square feet without public water and sewer. Setbacks in FAR are 25 feet at the front, 10 at the sides and 15 at the rear, with farm buildings excepted. On the shop: customary accessory buildings are a permitted use, but the county requires a permit for barns and outbuildings as well as houses, so it is a permitted structure rather than an unregulated one, and putting living space in it makes it a dwelling.
What design wind speed and seismic category should the engineer use here?
Ones confirmed with the county, not ones read off a map. Tennessee leaves Table R301.2 blank for each jurisdiction to fill in — ultimate design wind speed, ground snow load, seismic design category, frost line depth — and Bradley County has not published its values. So we ask the building inspector for the parcel before anything is sealed. Be careful with seismic figures in particular: Tennessee deleted the 2018 IRC seismic map by amendment and works to the 2015 IRC Figure R301.2(2) Site Class D map instead, so a category taken from a current code book is a category from a figure this state does not use. What the county does publish is a footing and foundation standard the inspector checks on site: the footing trench bottom at least 12 inches below grade, and anchor bolts or straps at least 7 inches into the concrete, no more than 6 feet apart and at least half an inch in diameter, or as designed by an engineer. A clear-span building is engineered under 2018 IRC R301.1.3, so that last clause is the one that ends up governing your base connections.
What has to happen before the county will hand me a permit?
Septic first. TDEC runs subsurface sewage disposal in Bradley County — it is not delegated to a county health department — and the county states plainly that it must hold a copy of your TDEC paperwork before a building permit can issue. That is either a utility letter confirming public sewer is available, an inspection letter for an existing system, or a permit for a new one, applied for through TDEC's online portal. TDEC in Chattanooga is 423-634-5745 and the local specialist is Tim Cooper on 423-483-9589. You will also need the parcel map-group-parcel number, conditioned and unconditioned square footage, storey and room counts, and a site sketch showing lot dimensions, the building footprint, drives, decks, drains and swales. Add the land disturbance permit if any earth is moving: $100 for the first acre and $50 for each additional acre. Starting before the permit is issued doubles the permit fee.
I've been looking at plans from across the state line. Do they work in Bradley County?
Check the code edition before you buy them. Bradley County's southern boundary is the Georgia line, so a lot of local buyers shop plans, kits and builders from just over it. Georgia moved to the 2024 IRC; Tennessee's residential code is the 2018 IRC, effective July 2020, and that gap is six years wide. It is not only a question of stringency — the 2024 edition renumbered chapter 3, so a plan set or a supplier's specification note citing a section number from it points at a different subject here. Emergency escape and rescue openings are R310 in Tennessee, protection against subterranean termites is R318, smoke alarms are R314. Tennessee also deletes the IRC electrical chapters entirely and works to its own electrical standards, and it makes the residential sprinkler section non-mandatory at state level. A plan drawn to the newer code is not unusable, it just has to be reviewed against what Bradley County actually enforces before it goes to the counter.
